This is an entirely new path for Universities who have doubts regarding their role in the future. The rapid evolution of cross-border activities beyond the European space, the university rankings, the business-university, the market, the feeling that national borders are blurred and sometimes don’t exist at all - globalization is changing the face of the European university. The paradigm shift from cooperation to competition affects the university identity. Is the University an institution provider of knowledge and a “public good” or should we consider it as business company, profit oriented? In spite of the competition change, used in the open words of the 2020 European Strategy we have to preserve the thing that most define our European identity – the feeling of belonging to a Social Europe.

Silva, José ManuelOs cursos ministrados nas Escolas Profissionais asseguram a possibilidade de continuar estudos académicos, mas o seu objectivo prioritário, e uma das suas características mais marcantes, é a formação de técnicos qualificados imediatamente inseríveis numa função profissional. No entanto, a consecução deste objectivo impõe às escolas a partilha da sua responsabilidade formativa com outros agentes, designadamente empresas e instituições capazes de proporcionarem aos formandos experiências profissionais e condições de aprendizagem prática em contexto real que as escolas jamais poderão garantir sozinhas. Torna-se, por isso, necessário encontrar modalidades de relacionamento com empresas / instituições que permitam estabelecer acordos quanto à definição dos níveis de responsabilidade na formulação dos perfis profissionais, na organização e desenvolvimento curricular e na avaliação dos cursos.

Silva, José Manuel; Boa-Ventura, Ana CecíliaExpressions like “more and better jobs” are blooming during one of the most difficult economic times that Europe has endured. A quick analysis of how industry, (HEI) cope with the subject, leads us to different visions. The big question is whether universities should be giving emphasis to knowledge management or to knowledge acquisition. A plain employability discourse conditions the entrepreneurial university and overlooks several important issues such as the overall crisis, decision-making, resources, capabilities, internal management structures, and local communities. The authors’ goal is twofold: to manage this university / industry relationship and to point out the importance of consortia as a driving force for the economic growth and the competitiveness. Consortia are growing in almost all of Europe but what are they?

- Blind men and the elephant : how to cope with european mobility finantial cutbacksPublication . Boa-Ventura, Ana Cecília; Silva, José ManuelDonald Puchala's metaphor of the blind men and the elephant is used to stress what the authors consider to be the current situation with the financial aid cutbacks from the European Commission: each of one of the member states is able to see only part of the problem and cannot see the whole picture. How can we cope with the consequences of having less students in mobility programs and more strategies to increase mobility in our own universities? We will share with you (1) how Portugal is trying to solve this problem, (2) the data from the past 2 years from our National Agency’s new policies and (3) the results of a case study of the Polytechnic Institute of Leiria, regarding incoming and outgoing Erasmus students for the 2010/2011 academic year.

As comunicações então apresentadas são agora reunidas nesta publicação, disponibilizando-se à comunidade de interessados em matéria de educação e formação um conjunto de textos de especialistas e de testemunhos de empresários e de formandos que podem contribuir para aprofundar a reflexão sobre o papel dos Cursos de Especialização Tecnológica, o seu contributo para a formação profissional e o desenvolvimento do país e perspetivando o seu futuro no contexto de formação similar nos países da União Europeia. O objetivo da conferência plasma-se nesta edição, cujo intento é contribuir para o acervo de informação que permita um melhor conhecimento da experiência portuguesa nesta área e uma perspetiva para o futuro, nomeadamente equacionando uma possível evolução para um ciclo curto de Ensino Superior, Short Cycle Higher Education (SCHE).
