O presente relatório foi elaborado no âmbito da realização do estágio curricular na Unidade de Contratação Pública do Município de Pombal, entre outubro de 2023 e junho de 2024, como opção de conclusão do plano curricular do Mestrado em Administração Pública, da Escola Superior de Tecnologia e Gestão do Instituto Politécnico de Leiria.
Este relatório está dividido em três capítulos principais. No primeiro capítulo é elaborada uma breve contextualização teórica dos conceitos essenciais na temática da Transformação Digital na Administração Pública e seu enquadramento legal. No segundo capítulo, é realizada a contextualização da entidade de acolhimento do estágio curricular, especificamente a Unidade de Contratação Pública do Município de Pombal e o seu funcionamento e metodologia de trabalho, anterior à adoção da plataforma digital para o desenvolvimento de processos de compras públicas. E no terceiro capítulo, o foco principal do presente relatório, são descritas as atividades desempenhadas no decorrer do estágio curricular, através da descrição detalhada do workflow genérico da plataforma digital interna no desenvolvimento dos processos de contratação pública, bem como as principais dificuldades sentidas e sugestões de melhoria apresentadas.
O estágio curricular e o relatório cumprem com os objetivos propostos no plano curricular e contribuem para o enriquecimento académico, profissional e pessoal, proporcionando a aplicabilidade dos conteúdos adquiridos no primeiro ano do Mestrado em Administração Pública, em simultâneo com a aquisição de conhecimentos práticos em matéria de contratação pública e competências em matérias como o trabalho em equipa, a resolução de problemas e a gestão procedimental.
The present report was prepared within the scope of the curricular internship at the Public Procurement Unit of the Municipality of Pombal, between October 2023 and June 2024, as an option to complete the curriculum plan of the Master's in Public Administration, of the Higher School of Technology and Management of the Polytechnic Institute of Leiria. This report is divided into three chapters. In the first chapter, a brief theoretical contextualization of the essential concepts in the theme of Digital Transformation in Public Administration and its legal framework is elaborated. In the second chapter, the contextualization of the internship host entity is carried out, specifically the Public Procurement Unit of the Municipality of Pombal and its operation and work methodology prior to the adoption of the digital platform for the development of public procurement processes. And in the third chapter, the main focus of this report, the activities carried out during the curricular internship are described, through a detailed description of the generic workflow of the internal digital platform in the development of public procurement processes, as well as the main difficulties and suggestions for improvement presented. The curricular internship and the report comply with the goal proposed in the curricular plan and contributes to academic, professional, and personal enrichment, providing the applicability of the content acquired in the first year of the Master's in Public Administration, simultaneously with the acquisition of practical knowledge in the field of public procurement and competences in matters such as teamwork, problem-solving, and procedural management.
