A evolução da gestão escolar em Portugal tem sido marcada por reformas legislativas que redefiniram o papel das lideranças educativas e a organização das escolas. Este estudo incide sobre os Agrupamentos de Escolas das Terras de Sicó, analisando de que forma essas transformaçõesinfluenciaram o perfil dos diretores e as dinâmicas institucionais num contexto territorial específico.
Com base num enquadramento teórico centrado nas teorias da liderança e nas abordagens organizacionais, analisa-se a transição para a liderança unipessoal, consagrada pelo Decreto-Lei n.º 75/2008, bem como os efeitos da descentralização e da municipalização. A investigação segue uma abordagem qualitativa, sustentada em entrevistas semiestruturadas a diretores, permitindo compreender as suas perceções face às mudanças legislativas e às exigências da função. Os resultados evidenciam que a liderança escolar nas Terras de Sicó é condicionada por fatores como a baixa densidade populacional, o envelhecimento
demográfico e a escassez de recursos, exigindo competências de adaptação, gestão estratégica e articulação comunitária.
Conclui-se que o perfil do diretor evoluiu para uma liderança mais profissionalizada, estratégica e relacional, sendo essencial considerar as especificidades territoriais na definição de políticas educativas ajustadas aos contextos locais.
The evolution of school management in Portugal has been shaped by legislative reforms that have redefined the role of educational leadership and the organization of schools. This study focuses on school clusters in the Terras de Sicó region, analysing how these transformations have influenced the profile of school principals and institutional dynamics within a specific territorial context. Based on a theoretical framework grounded in leadership theories and organizational approaches, the study examines the transition to single-person leadership, established by Decree-Law no. 75/2008, as well as the effects of decentralization and municipalization. The research adopts a qualitative approach, supported by semi-structured interviews with school principals, enabling an understanding of their perceptions regarding legislative changes and the demands of the role. The findings show that school leadership in Terras de Sicó is conditioned by factors such as low population density, demographic ageing and resource scarcity, requiring competencies in adaptation, strategic management and community articulation. It is concluded that the profile of school principals has evolved towards a more professionalized, strategic and relational leadership model, highlighting the importance of considering territorial specificities in the definition of educational policies adapted to local contexts.
