Os Decretos-Leis n.º 82/2023, 83/2023, 84/2021 (com redação consolidada pelo 84/2023)
e 14/2021 constituem os principais instrumentos jurídicos que sustentam o processo de
descentralização e reforma administrativa em Timor-Leste. O Decreto-Lei n.º 84/2021
estabelece o modelo organizacional e as atribuições das entidades municipais, enquanto
o Decreto-Lei n.º 82/2023 institui a Autoridade Administrativa de Ataúro, valorizando as
especificidades geográficas e socioculturais da ilha. Por sua vez, o Decreto-Lei n.º
83/2023 cria o Fundo Especial de Desenvolvimento de Ataúro (FEDA), mecanismo
indispensável para viabilizar investimentos em projetos locais. O Decreto-Lei n.º 14/2021
promove a modernização da administração pública ao reforçar princípios de
transparência, eficácia e profissionalismo. Em conjunto, esses diplomas demonstram o
compromisso do Estado timorense com uma gestão pública descentralizada, eficiente e
sensível às necessidades regionais.
Decree-Laws 82/2023, 83/2023, 84/2021 (as consolidated by 84/2023) and 14/2021 are the main legal instruments underpinning the process of decentralization and administrative reform in East Timor. Decree-Law 84/2021 establishes the organizational model and powers of municipal entities, while Decree-Law 82/2023 establishes the Ataúro Administrative Authority, taking into account the island's geographical and sociocultural specificities. In turn, Decree-Law 83/2023 creates the Ataúro Special Development Fund (FEDA), an indispensable mechanism for enabling investment in local projects. Decree-Law 14/2021 promotes the modernization of public administration by reinforcing the principles of transparency, efficiency and professionalism.
