A burocracia constitui um elemento estruturante da organização escolar. Ela regula, controla e garante que tudo segue as normas dentro do ambiente educativo. Nos últimos anos, o pendor burocrático tem vindo a intensificar-se e a impactar a forma como a gestão e a liderança acontecem no dia a dia. Este estudo procura entender como os Diretores das escolas públicas em Portugal compreendem, vivem e gerem a burocracia escolar, além de mapear os impactos da mesma tanto na organização da escola quanto no trabalho pedagógico. O trabalho adota uma abordagem interpretativa e qualitativa. A recolha de dados ocorreu por via de entrevistas semiestruturadas com seis Diretores de Agrupamentos de Escolas, seguindo-se a análise de conteúdo das mesmas. Esses resultados evidenciam que os Diretores consideram a burocracia necessária para que a escola funcione, mas não escondem o incómodo com o excesso de” papéis”, a fragmentação dos processos e o afastamento das verdadeiras metas educativas. Os participantes identificam constrangimentos ao nível da sobrecarga administrativa, de plataformas digitais que, segundo eles, só multiplicam tarefas, da falta de apoio jurídico e da centralização das políticas educativas. Os Diretores, não obstante aos desafios, implementam estratégias de mitigação, simplificando documentos, delegando tarefas e atuando pragmaticamente para responder ao seu contexto. Torna-se clara a necessidade de repensar tanto as práticas de gestão quanto as políticas educativas, procurando uma administração escolar mais integrada, eficiente e alinhada à missão pedagógica da escola.
Bureaucracy is a structuring element of school organization. It regulates, controls, and ensures that everything follows the rules within the educational environment. In recent years, the bureaucratic tendency has intensified and impacted how management and leadership occur on a daily basis. This study seeks to understand how publicschool principals in Portugal understand, experience, and manage school bureaucracy, as well as to map its impacts on both school organization and pedagogical work. The work adopts an interpretative and qualitative approach. Data collection occurred through semi-structured interviews with six school cluster principals, followed by content analysis of the interviews. The results show that the principals consider bureaucracy necessary for the school to function, but they do not hide their discomfort with the excess of “paperwork”, the fragmentation of processes, and the distancing from true educational goals. Participants identify constraints at the level of administrative overload, digital platforms that only multiply tasks, lack of legal support, and the centralization of educational policies. Despite the challenges, the Directors implement mitigation strategies, simplifying documents, delegating tasks, and acting pragmatically to respond to the context. The need to rethink both management practices and educational policies becomes clear, seeking a more integrated, efficient school administration aligned with the school's pedagogical mission.
