Nos últimos anos Portugal tem vindo a assistir a um descentralizar de algumas competências
da Administração Central para a Administração Local. Os Municípios, inicialmente resistentes
em acolher esta delegação de competências, estão a aceitá-la de maneira gradual. Isto deve-se
principalmente à inadaptação das estruturas locais em conseguir acolher as áreas delegadas por
escassez de Recursos Humanos, falta de capacidade financeira ou até mesmo inexperiência
acumulada. Para ajudar nesta transição, o Estado Central procurou fomentar a interajuda entre
Municípios. É neste contexto que foi aprovado o estatuto das Comunidades Intermunicipais,
através da publicação da Lei n.º 75/2013, de 12 de setembro.
Neste momento as Comunidades Intermunicipais contam com mais de dez anos de atividade,
pelo que já é possível avaliar o impacto que estas têm tido junto dos seus Municípios, a
capacidade de superar os desafios e encontrar soluções.
O objetivo deste trabalho é avaliar a importância da cooperação intermunicipal para a promoção
da inovação nos Municípios, em concreto o caso da Comunidade Intermunicipal da Região
Coimbra.
Através de análise bibliográfica e da realização de quatro entrevistas, - três delas a Presidentes
de Câmara do universo da CIM-RC e a entrevista ao Secretário Executivo da CIM-RC -,
permitiu perceber que o trabalho desenvolvido pela CIM-RC em estreita ligação com os seus
municípios alavanca a sua capacidade de investimento, promovendo inovação.
Pode ainda comprovar-se que, no caso dos Municípios cujos Presidentes se entrevistaram,
existe muita cumplicidade no discurso e um alinhamento ideológico na estratégia imprimida
pela CIM-RC.
In recent years, Portugal has seen the decentralization of some responsibilities from Central Administration to Local Administration. The Municipalities, initially resistant to accepting this delegation of powers, are gradually accepting it. This is mainly due to the inability of local structures to be able to accommodate the delegated areas, whether due to a lack of Human Resources, lack of financial capacity or even accumulated inexperience. To help with this transition, the Central State sought to encourage inter-help between Municipalities. It is in this context that the statute of Intermunicipal Communities was approved, through the publication of Law No. 75/2013. At this moment, Intermunicipal Communities have been operating for more than ten years and it is possible to assess the impact they have had on their Municipalities, the ability to overcome challenges and find solutions. The objective of this work is to evaluate the importance of intermunicipal cooperation for promoting innovation in Municipalities, the case of the Intermunicipal Community of the Coimbra Region. Through bibliographical analysis and four interviews, three with Mayors from the CIM-RC universe and the interview with the Executive Secretary of CIM-RC, it was possible to understand that the work carried out by CIM-RC in close connection with its municipalities leverages its investment capacity, promoting innovation. It can also be proven that, in the case of the Municipalities targeted by the interviews with their Presidents, there is a lot of complicity in the discourse and an ideological alignment in the strategy printed by the CIM-RC.
