Abstract(s)
A habitação tornou-se num dos maiores problemas sociais no país e são muitos os autores que o afirmam, desde a opinião pública aos políticos e académicos. São vários os motivos que contribuem para a crise da habitação, uma vez que os preços das casas, o custo da sua construção, as rendas e a inflação aumentaram nos últimos anos.
Associado a estes fatores, encontramos um mercado habitacional com pouca oferta disponível e no meio de todos estes aspetos assistiu-se à explosão do Alojamento Local, que também veio ocupar uma parte dos imóveis disponíveis.
Em torno desta conjetura, o Governo não tinha outra alternativa se não agir por meio de políticas públicas no âmbito da habitação. Sendo assim, em fevereiro de 2023 é apresentado o Pacote Mais Habitação com um conjunto de medidas a aplicar num futuro próximo com o intuito de controlar este cenário.
Poucos meses depois, é apresentada a Lei n.º 56/2023, de 6 de outubro, com uma séria de medidas que visa combater a especulação imobiliária, reforçar o mercado de arrendamento e introduz alterações no Alojamento Local.
Deste modo, destacou-se o peso do Alojamento Local no Município de Óbidos e procurou-se analisar várias questões, tais como: os novos registos em frações autónomas ou apartamentos, a prova de atividade e a intransmissibilidade do Alojamento Local.
Housing has become one of the biggest social problems in the country and there are many authors who say this, from public opinion to politicians and academics. There are several reasons that contribute to the housing crisis, as house prices, the cost of building them, rents and inflation have increased in recent years. Associated with these factors, we found a housing market with little available supply and in the midst of all these aspects there was the explosion of Local Accommodation, which also came to occupy a part of the available properties. Based on this conjecture, the Government had no alternative but to act through public policies in the area of housing. Therefore, in February 2023, the Mais Habitation Package was presented with a set of measures to be applied in the near future with the intention of controlling this scenario. A few months later, Law No. 56/2023, of October 6, was presented, with a series of measures aimed at combating real estate speculation, strengthening the rental market and introducing changes to Local Accommodation. In this way, the importance of Local Accommodation in the Municipality of Óbidos was highlighted and an attempt was made to analyze several issues, such as: new registrations in autonomous units or apartments, proof of activity and the non-transferability of Local Accommodation.
