A Influência da Gestão do Conhecimento na Competitividade dos Municípios da Região Norte de Portugal

A presente dissertação analisa a relação entre as práticas de Gestão do Conhecimento e a Competitividade Municipal na Região Norte de Portugal, procurando compreender em que medida a mobilização do conhecimento organizacional se associa ao desempenho competitivo dos municípios no contexto da administração pública local.
A revisão da literatura organiza-se em torno de três eixos analíticos: i) a Gestão do Conhecimento, enquanto capacidade organizacional estruturante das instituições públicas; ii) a Competitividade, com enfoque na sua dimensão territorial e nos determinantes do desempenho municipal; e iii) a articulação entre ambos os construtos no contexto da administração local.
A componente empírica adota uma abordagem quantitativa, de natureza transversal e descritivo-correlacional, recorrendo à aplicação de um inquérito aos municípios da Região Norte e à utilização de técnicas de análise estatística adequadas aos objetivos definidos, designadamente estatística descritiva, testes de normalidade, análise de variância e correlação de Pearson.
Os resultados evidenciam uma associação positiva, forte e estatisticamente significativa entre os dois construtos, mais expressiva nas dimensões da Competitividade Municipal diretamente influenciáveis pela ação organizacional municipal e menos evidente em indicadores de natureza macroestrutural. A análise descritiva revela ainda uma orientação cultural favorável à aprendizagem e à valorização do conhecimento, coexistindo com fragilidades ao nível da formalização das práticas.
Conclui-se que a Gestão do Conhecimento constitui uma dimensão organizacional relevante da Competitividade Municipal, sustentando a pertinência do reforço da sua institucionalização através da definição de responsabilidades, da criação de estruturas formais e da articulação entre processos de conhecimento e objetivos estratégicos, sem prejuízo da prudência exigida pelas limitações metodológicas do estudo.
This dissertation analyses the relationship between Knowledge Management practices and Municipal Competitiveness in the Northern Region of Portugal, seeking to understand the extent to which the mobilisation of organisational knowledge is associated with the competitive performance of municipalities within the context of local public administration. The literature review is organised around three analytical axes: (i) Knowledge Management, as a structuring organisational capability of public institutions; (ii) Competitiveness, with a focus on its territorial dimension and the determinants of municipal performance; and (iii) the articulation between both constructs in the context of local administration. The empirical component adopts a quantitative, cross-sectional and descriptive-correlational approach, drawing on the administration of a survey to the municipalities of the Northern Region and the use of statistical analysis techniques suited to the defined objectives, namely descriptive statistics, normality tests, analysis of variance and Pearson’s correlation. The results show a positive, strong and statistically significant association between the two constructs, more pronounced in the dimensions of Municipal Competitiveness directly influenced by municipal organisational action and less evident in indicators of a macro-structural nature. The descriptive analysis also reveals a cultural orientation favourable to learning and the valuing of knowledge, coexisting with weaknesses in the formalisation of practices. It is concluded that Knowledge Management constitutes a relevant organisational dimension of Municipal Competitiveness, supporting the importance of strengthening its institutionalisation through the definition of responsibilities, the creation of formal structures and the articulation between knowledge processes and strategic objectives, without prejudice to the caution required by the methodological limitations of the study.
